Iran as a Pioneer Case for Multilateral Nuclear Arrangements

We examine the possible use of a multilateral nuclear agreement with Iran to end the current nuclear crisis with that country.  Based on our experience with Iraq, that only the most intrusive inspections can both prevent a country from obtaining weapons of mass destruction and reassure the international community, we propose a multinational enrichment facility on Iranian soil.  This proposal satisfies the West's bottom line--that Iran not obtain nuclear weapons--and what we believe is the bottom line of Iranian moderates: that some form of uranium enrichment takes place on Iranian soil.  We examine the political, financial, and technical aspects of such a facility.  Such a facility has broader implications for the nonproliferation regime and these implications are also addressed in the paper.
