Ambassador Brooks served until January 2007 as Administrator of the U.S. Department of Energy's National Nuclear Security Administration, where he was responsible for the U.S. nuclear weapons program and for the Department of Energy's international nuclear nonproliferation programs.  

Ambassador Brooks has over four decades of experience in national security, including service as Assistant Director of the Arms Control and Disarmament Agency, Chief U.S. Negotiator for the Strategic Arms Reduction Treaty, Director of Arms Control on the National Security Council staff and a number of Navy and Defense Department assignments as a 30 year career naval officer.  He holds  degrees from Duke University, University of Maryland and the U.S. Naval War College.
