Dr. John Sheldon is assistant professor of strategic studies at the School of Ad- vanced Air and Space Studies, Maxwell AFB. Dr. Sheldon is a founding co-editor of the space policy journal Astropolitics and heads the space security program at the Centre for Defence and International Security Studies. Dr. Peter L. Hays is a senior policy analyst with SAIC supporting the plans and programs division of the National Security Space Office. A retired Air Force Lieu- tenant Colonel, Hays is author of United States Military Space and is a contribut- ing coeditor of Spacepower for a New Millennium and the seventh edition of American Defense Policy. Baker Spring is the F.M. Kirby Fellow in National Security Policy, The Kathryn and Shelby Cullom Davis Institute for International Studies. He examines the threat of ballistic missiles from Third World countries and U.S. national security issues and has served as a defense and foreign policy expert in the offices of two U.S. Sena- tors. Dr. Steve Hill is Founder and President of Global Analytics, Inc., providing system engineering and technical solutions to the National Reconnaissance Office, military services and defense contractors. Dr. Hill has over 20 years experience in system engineering, system architecture, policy, and program management issues in the space and missile defense arenas. Theresa Hitchens is Director of World Security Institute's Center for Defense In- formation. She has served as director of research at the British American Security Information Council, as editor of Defense News, and on the editorial board of The Bulletin of the Atomic Scientists. She is author of Future Security In Space: Charting a Cooperative Course. Philip A. Meek is an Associate General Counsel (International Affairs), Office of the Air Force General Counsel. Before coming to the General Counsel, his career was as an Air Force Judge Advocate. His last assignment as a Judge Advocate was Staff Judge Advocate for Air Force Space Command, U.S. Space Command and North American Aerospace Defense Command (NORAD). Robert Butterworth is President of Aries Analytics, providing market analyses and program development services to government, commercial and non-profit cli- ents concerning space and space-related R&D. He has served on the staffs of the President's Foreign Intelligence Advisory Board, the Senate Select Committee on Intelligence, and the Office of the Secretary of Defense. , 2007)
